They are actually putting back exactly the same water they took out. Check out this OC Register article, it's pretty cool.

Looking at the article, it looks like the lagoon won't be completely full until the end of the year, at the earliest.

Interesting article about recycling the water ... Cost 6 times more to recycle it then dump it in the Ocean. Nice to see the water back.
