Yes it is. When you walk into Fantasyland through the castle its right on your left. There should be a entrance sign right there too so you know its the right place.

It is open. To go in, head to to the Fantasyland area and at the rear side of the Castle, you'll see door on the west side of the park with the "Sleeping Beauty Castle" signage. Enter there.

For those who can't walk all the stairs, they also offer a viewing room where there is a video of all the scenes - just like Finding Nemo Subs has the viewing room for those who can't get down into the submarines.

as much as i liked the original i will say this walkthru is much better in terms of the story and be alert as you exit...its very well done
