Warm water temps might be to blame + duck poop and people tossing their junk into the bay. I don't think that the filters can work that efficiently under these conditions.Many Bothans died to bring you these fastpasses.

Probably because you'd be able to see all the mechanical stuff for WOC at the bottom.
I've seen brown water in California...it was in this same exact beach that my friend and I (we were like ten-years-old) were attacked by a large mangy carpet someone had thrown into the water..."Y'all come back now, ya hear?"

If you look closely you can tell there's a something greyish brown that the algae is growing on. I'd say it's a piece of plaster from one of the artificial rocks around the bay that broke off. It would explain both the algae (if the plaster was submerged before it broke off) and why it's together like that!
