I have a question i have the AP deluxe n all my saturdays r block, I wanted to know could i still go to DLR to renew my AP on block day?

I believe that it works the same way as if you had bought the AP that day and in which case you would be allowed in the parks for that day.

I think so too , of not it is $40 for a block out day ticket

No, parking privledges are blocked out when an AP is blocked out. I'm not sure you can apply the parking fee to a renewal. You can apply the parking fee to new APs.

Blockout Day Tickets are $59 and need you need a Valid AP with you to purchase and enter with.

Can you renew on a blockout day? Sure, you can renew your pass any day.
Can you renew on a blockout day AND gain entry to the park without paying an additional fee? I don't think so.

Unlike the purchase of a new Pass, where you may not know about blockout days and Disney wants you to enter to get a photo associated with the Pass, a renewal is an extension of an existing contract and (presumably) you are aware of blockout days. But since I am not a Passholder, you might want to contact the Annual Passholder Help Line to confirm. (714) 781-PASS (7277)

What is a Blockout Day ticket and where can I purchase it?
Blockout Day tickets are available for purchase and are valid on a day that your Annual Passport is blocked out but you wish to visit Disneyland Resort. Blockout Day tickets are Park Hopper tickets and are $70 each (prices subject to change without notice).
These tickets are only available at the Main Entrance Ticket Booths on the day you visit.
Annual Passholders must present their valid Annual Passport and valid Blockout Day ticket to be admitted into Disneyland Resort on a Blockout Day. If you have purchased the parking benefit, it is valid on Blockout Days.
The parking benefit is valid on all days except July 4 and December 31. Prices are subject to change without notice. There are no refunds and pro-rated discounts.
