Nay! Looks like heck, this is something they do at Malls where they have infestations of Skateboarders tearing things up, and Disney doesn't let them in the front gates.
The only place where something like this would be even conditionally acceptable is where there's an extra long span between stanchions and they've had problems with the railing getting bent - but it's better to add a new stanchion in the middle. Or on a railing next to the Sub Lagoon or Storybook canal, where going over would be extremely bad.
Methinks the goal would be to keep the lines moving, so nobody gets bored and tempted to try sitting on the rails in the first place... And if they fall off, It's Their Own (Darned) Fault.
If Disney doesn't want people falling off, put a few stringer rails underneath so you can hook a foot through and keep your stability and balance. That would look better than that bump-bar.

I am for it. I have been fallen on, gymnast-kicked, and had my foot stompped while they did their dismount. I am so over it. It happens at many parks and happens less at DLR. I am glad they are on the forefront of this themepark trend.
Any one who needs to grip that hard to hold themselves up will have their own devices.

Benches will slow down the movement of the line and be annoying. If you can stand on your feet for the allotted line time, then you can get a wheelchair or scooter.
I have no problem with these bumps. Looks like you can still lean against the rails and they don't look sharp, so I believe they were designed so you can still hold onto them.

I say it's about time, It's hard enough getting through a crowded queue without dodging all the unsupervised kids swinging on the rails like monkey bars. Sure, it'd be better if people just had a little more concern for those around them, and enough resect for their surroundings that they use objects for their intended purpose, but that's not likely to happen anytime soon.

They must be trying to prevent smaller children from falling off backwards. Nemo is such a long wait the kids start using the rails as a jungle gym because they are bored. Not to mention the kicking of other guests and such. Hopefully it will just be on this ride perhaps not as much a problem in other faster moving attraction lines.
I think they could keep people from being bored if they put up monitors SHOWING Finding Nemo or portions of it on a long loop with some extra added Disney Magic.
Oh, wait... that's right. The Subs are being torn out in the next few years! :lol:

Now that I have thought about and looked at them some more... I see a dangerous wavy edge instead of nice smooth railing. I could see a child standing on the bottom rung holding on, slipping and getting hurt/cut/eye injury of some sort, as well as the casual guest that trips now and then. While both would be bad, I think I would rather fall and hit my head on a smooth round pipe, rather then the wavy edge of a thick piece of metal.

They don't look very friendly.
I would have preferred a video shown to those waiting in line of people sitting on the rails and falling off and cracking their heads open. And interviews with rail fallers from their hospital beds.

I don't love the look of them...but I see the point. It is annoying when someone is sitting on the bar w/ their backpack hanging over into another groups 'space'. I also have a child who is pretty sure every bar is a jungle gym and find myself constantly telling her to get off of them...I look like an idiot parent and she looks like a bratty kid that won't listen. She slipped backwards once...scared the crap out of me, but didn't phase her. I had one person behind me tell me that I should talk to Disney as it's a safety hazard (???). I rolled my eyes and said no...not really- they are not intended to be sit on, it's my job as a parent to keep her off of it...The person clearly didn't agree w/ me and thought I should get something for my child falling backwards....So I'm sure other people think that way to...sad..but true...
