I'm guessing that anyone could buy one as a gift, but the recipient would have to live in the right zip to activate it.

Could be a mistake. The gift cards of all kinds are probably distributed to the stores from a central warehouse in Socal, so maybe somebody forget to tell Vons that those cards are zip code specific. They probably don't realize it because what other gift cards are that way?

I would guess it's not a mistake but that is about what happens.

Vons probably has a region that gets all the same products, and its boundaries happen to overlap with DL's.
