ooooo- I have the perfect place! I am so glad that you brought this up! I would love to hear other ideas to spur some of out other micechatters along
This spot in New Orleans square is beautiful and secluded, almost no one knows it is even there! You could probably even get one of the street bands to play something romantic for you while you propose to her on the stairs.
Then have one of the artists draw/ paint a picture of the two of you.
(others, feel free to use this fabulous idea)

Aw!!!! How sweet!!!
Coming from a female perspective, I think the following would be ultra-romantic:- Give her a coin to toss in Snow White's Wishing Well while she closes her eyes. Make sure she does this with her back to the fountain and tosses it over her shoulder (which is a "tradition" for wish-making). When she opens her eyes, be on bended knee and ask.
- Escape for a moment to go to the "bathroom" - go to City Hall without her seeing, and ask if they can offer any assistance. Disney occasionally can get a character to help out if available.
- Make reservations for the Blue Bayou. Prior to the reservations, see if the hostess can arrange for the ring to be brought out on a covered platter sometime during the meal. Or, better yet, if they have a hollow chocolate box that you can purchase for "dessert" and have the ring placed inside.
- Buy a small stuffed Mickey (or her favorite character) and place the ring on his hand. Surprise her with the cuddly present sometime throughout the day when the moment feels right.
- On the walkway, just to the left of the castle is the most gorgeous spot - the castle reflects perfectly in the water, setting a great backdrop for the occasion.
- Purchase the special VIP seating for Fantasmic! (about $50/person). Pop that question during the show - maybe during the romantic princess medley.
- Disney sells a variety of "hidden box" statues. Buy one for a gift, with the real surprise nestled inside.

Or, there's the Rose Gazebo at the Disneyland Hotel that is just GORGEOUS. It's always open to the public, as long as there are no special events happening that day.
Oooh! Just thought of another thing - at Innoventions, they have this attraction where you talk to Stitch via "video phone". You can arrange with a CM there to have Stitch "help you out".
Or, to be really fun - you can always have the help from Push, the Talking Tomorrowland Trashcan. It'd be memorable for sure....

I was never one for the snow white wishing well. But that's just me.
Hmmm, how about on Peter Pan where you're flying over London? (especially if you get the ring box with the light inside)
Or, what about at Ariel's fountain? Very pretty at night all lit up.Marge: Barnacle Bill's Home Pregnancy Test? Homer, shouldn't we have gone with a better-known brand?
Homer: But Marge, this one came with a corn-cob pipe!
Marge: [reading from the test box] "Ahoy, Maties! If the water turns blue, a baby for you! If purple ye see, no baby thar be!"
Homer: So, which is it? Blue or purple?
Marge: Pink.
Homer: D'oh!
Marge: "If ye test should fail, to a doctor set sail!"

I ask my sweetheart in Nov in the animation room. We were just sitting on the ground and I waited for "When you wish upon a star" to play and then asked her to be my wife. It was totally romantic because we were in there all alone surrounded by those huge screens playing a collection of happily ever after movies.
