Fritters are one of my favorite snacks at Disneyland other than the Dole Whips, but I believe they use fat. Does that mean with the new health regulations the delicious treats will vanish along with the deep fryer?

This is the third round of Disneyland publicly announcing newer more healthy food choices being added to the Park's offerings (the last one was around 6 to 8 years ago if I recall). There may have even been more.
But if it's like the other two...the healthy choice offerings seem to go bye-bye if they don't sell well enough, and after awhile it's pretty much back to normal. Then expect someone else to get the "healthy" idea all over again, and we see a repeat of the whole Press Release deal.
