Not sure Canada counts as overseas (unless the great lakes count), but I love Canada so I'm up for that, great skiing, rodeo and Disney all in one trip!
I am in the no more new parks sideline, but if I had to pick something, It would have to be somewhere that gets tourists, woudl be fun to visit aside from the parks and reasonable price wise. The Austraillia idea is good, but the flight time and costs are insane, but tehre are other tourist attractions that make sense. Personally, I would choose, maybe Rio, which again isnt technically overseas (unless the panama canal counts)

Oz would definitely be cool from a personal viewpoint, but it makes almost no sense
economically. It's too far from any other major population center and the
local population is too small...
Population is just a bit over 20 million. That's less than 10% of the US population.
(and that's not counting the populations of Mexico and Canada which both
go to the US parks). Heck, even some South American countries are w/in
reasonable flying distance to either park.
Compare that to China (1.3 billion) and India (1 billion). Even considering the
respecive economic situations, it's not rocket science to realize that Australia is NOT
where Disney would want to put a park if you want to maximize return on investment.
On the other hand, LA metropolitan area is 12.9 million and CA is 33.8 million, so
it's not impossible... just not likely.
