All the sub needs is touching up with a little bit of paint.
Those subs are already 48 years old and are expected to last another 40-50 years. A little rust isn't going to hurt them a bit, except for not looking very aesthetically pleasing.
Just so you know. Those little submarines were built in the Todd Shipyard in San Pedro by General Dynamics, the same company that built America's nuclear submarines in the 1950's.
They should last awhile.

Rust you say? Damn, I'll have to cancel my trip to the US next year and miss my one chance at riding a re-themed childhood favourite.
I suspect that the subs are made of chocolate, and it is not so much rust showing as the tinfoil wrapper soaking off. Which is worse! The seagulls will be into the bountiful, creamy and delicious chocotastic goodness! A pox! A pox on thee, dastardly pigeons of the sea!
