Because the idea was to showcase the Pixar characters in DCA in their own parade, while the classic Disney family of characters were showcased in Disneyland with Walt Disney's Parade of Dreams. That was the intent with the creation of these parades back for the 50th, so making the next parade for DCA pixar-centric continues that creative direction.
As for the parade, rumor has it that it will be more in look and feel like POD, just focusing on pixar, with some rumored elements of Mickey's Waterworks parade from HKDL (meaning there may be a water element). again, rumor.

Pixar Play ParadeToy Story, A Bug's Life, Monsters, Inc., Finding Nemo, The Incredibles, Cars and Ratatouille.

and does it really matter if a name or show/parade has an exclamation point or not?

If it was truly such a failure, I highly, highly doubt it would be going to another park. Truly.
Put a parade in there that truly pleases the masses and people will stroll the 100 yards to see it.

i used to clean the Block Party Bash floats when i was working at DCA in 2005, im pretty sure that they are in bad repair no, with all the dancing and kicking that has been on them. But it will be good to get these shipped off to MGM and we will be getting a new parade, also theres a rumor that Parade of Dreams will be shipped off to Magic Kingdom in 2009, and a new parade will debut just in time for Disneyland's 55th Anniversary.

You think they could come up with something different, something a bit more jazzy or eye catching.

Now what I dont understand, is if the units were destoyed, why would they bring them back. If they would just break up the tightly compacted sections and add small gaps between the units the parade would be longer, plus those units were a bit big, the pinocchio ones, I dont see them making the turn from the backstage road to the start gate, then around sunshine.
And MK had there own units, cause they were sent to paris.
