I was wondering if anyone could explain to me why Roger Rabbit can now only be found on his ride? I heard there was some sort of licensing or rights issue, but I haven't heard much. I just used to see him in parades, and in Fantasmic! on the Mark Twain next to Buzz and Woody and Pluto, etc on the back... and just walking around the park! Where has he gone????

I don't think the lack of his character in costume is attributed to the rights and clearances because I have seen him on some random Fantasmic shows and they still have tons of Roger Rabbit and Jessica Rabbit pins quite often.
I think moreso that the powers that be don't feel he's popular enough to send out?
I really wish I had the right answer for you as I'm curious myself.

"Who Framed Roger Rabbit" was produced by Touchstone, which Disney owns entirely. So all the characters are owned by Disney as well. They are just not as marketable today. Kids who come to Disneyland know Stitch and Buzz and all the current stable of characters. That's where the money is.

Genie stole the role Roger Rabbit played in the park. Heck he even took the role roger had in spectromagic directly heh. But as far as I can tell that's why. Any instance where you want that Roger Rabbit type of character's presence, Genie fit and they used him instead. There just isn't room for 2 characters like that I guess. To a lesser extent Stitch has now taken Genie's role but it's not as much a direct character transferal as genie and roger were.

ORWEN: I just wish all that feuding between Amblin and Disney would stop so my favorite fluffy bunny could finally come out of his closet. It's not right to keep him locked up and away from his many fans like that!!! I remember all the good times us Cauldron girls used to have frolicking with him back in the late 80's and early 90's. (sigh)

I heard from a CM that according to some in-depth research, Stitch is actually the most terrifying character in the park. Look at those teeth, yikes! Kids have warmed up to a number of CM's dressed as witches, but they seem much more stand-off'ish when confronted by that blue alien with weird hair and pointy teeth.
I have not seen the numbers, but they are out there. Disney does a study on just about everything.Ah, how strange! The molecules are so active now!
