Funny you should say that, because it looks like Disney is doing just that. I was driving down the 5 today (hence no pictures) and saw that the lot behind Carousel Inn had been paved in concrete, and what looked like poles for Handicap parking signs were being installed. It's clear that Disney will use it for something and not let it sit empty.

That's good news! Whether it will be good news for Cast Members or guests, we'll just have to wait and see. Access from the Carousel Inn on to Harbor is a much shorter walk than from Pumba, which is primarily a CM parking lot.
