When I buy an annual pass on a block out day, can I get in without paying the extra 40?

yes, if you buy parking, bring your paid ticket to the ticket window, they will take the parking amount off your total as well.

Only if you are buying a Premium AP, or getting the Parking Add-on

Your FIRST VISIT, even if it's a blockout day, is INCLUDED in your annual pass-- even PARKING. So if you're buying parking on your pass, bring in your parking ticket, cause those will be refunded, too..
