Can someone explain the difference between the the two? Is MP essentially FP+ except you have to pay and get free photopass? Are there any differences in the number of FP one can get or at what time? Additionally, is there a known (not guess) as to why DLR/CA does not offer it? Is it because California can charge more, so they do, or because they just haven’t implemented it? Thank you in advance.

MP and FP+ have significant differences.
MP costs, FP+ is free
FP+ allows guests to make up to 3 advance reservations per day for rides, in some cases up to 60 days ahead of arrival. They can request another FP+ once they've used their 3 advance reservations. MP is 'day of' only and you can't get more than one MP at a time.
DL doesn't offer FP+ because it is a 'locals' park where most of the guests visit 'spontaneously', whereas WDW is more of a 'tourist' park where the majority of guests have planned their visits well in advance. FP+ would never work at DL, MP is a good compromise.
