No. It is a popular rumour that that is supposed to be Walt Disney, but that is not true. It is Thurl Ravenscoft, who just recently passed away.

                Shame... Shame... Shame...

You don't know about the famous Thurl Ravenscroft.

Now that you do: Next time you see the Holiday classic, "How the Grinch Stole Christmas" (the good one, the animated one ), listen to the vocal talent singing the theme song. Oh yeah, and every time you see Tony the Tiger, think Thurl. (He was the original voice.)

Looking at it from a historical perspective, the very idea of having Walt appear as a ghost is rather distasteful. I mean the Mansion opened up just three years after Walt's death. Although Thurl, (in that projection) does bear a very slight resemblance to Walt, why would the Imagineers have Walt as a ghost?

Learn your history kids, especially Disneyland history. It will help debunk these rumors.

Now that you know the truth, go out and proclaim this revelation to the world! Just kidding! But I'm glad that you learned something new and now you know... the rest of the story!

--- Edit: and the character (the bust) does have a name, like the rest of the busts. Thurl's is named Uncle Theodore.

Looks like Walt, but it's not. The voice should give it away.

Thurl Ravenscroft also does the voice of the tangaroua the tree in the tiki room and the voice of the original disneyland railroad. He also did the voice for the tall guy in pirates of the caribbean where the trio is singing.

His voice is one of the most distinctly unique in the entire park, as well as all the other projects he participated in. He shall be missed.

In pictures of him not in the heavy makeup used for his role as a singing bust, he doesn't look like Walt much. But there's certainly a resemblance in the ride.
