What I don't get, is that the Imagineer I talked to in the Parks and Resorts pavilion at the D23 Expo, said that construction had just begun, and that all three lands would be opening at the same time, and yet, everyone on here keeps saying it'll be a staggered opening. What gives?

Well you must be the only person who heard that. I talked to five, count that 5, CM's about the expansion and all of them gave me the exact same line up.

Disney will surely want to stagger their openings so that they can generate more news coverage, with each opening accompanied by a ceremony, celebrity test-rides...etc.

As others have suggested, opening all three at the same time does not make good financial sense - local fans are likely to visit the park for each new attraction. Not to mention, quickly constructing the less complicated TSPL helps punctuate the long gap between Small World and the next E ticket.
