3.5 Billion is far from being a final number and is certainly subject to budget cuts, but it appears as far as the article goes, that this is solely on the theme park. That much seems to be clear.sigpic

I found this line interesting:
Details about rides are still being worked out, but there are to be a smattering of classic attractions and new rides developed specifically for Shanghai, perhaps incorporating Chinese stories and history.
