according to a local TV news report by HK TVB, total accumulated investment by HK Gov and WDC at HKDL is around HK$25 billion, including the recent committed expansion.

That seems high. How can they possibly recoup that investment with such a, shall we say quaint, little (in terms of attractions) park?
