Chief Executive of Hong Kong SAR (Special Administrative Region), Donald Tsang says "
No need to worry about a New Disney Theme Park Resort at Shanghai. China is big enough to accommodate 2 Disney Resorts. Disney also owns HKDL Resort, I don't think Disney would use Shanghai Disney to steal business from Hong Kong Disney."

"Not worried that would affect Hong Kong's tourism industry, and this would help us optimize the competitiveness of Hong Kong"

Few people (not none, but few) come from China to HK for Disney alone. They mostly come for shopping, they buy everything from milk powder to jewelry.

Disney's function is to make them spend one more day in HK, turning a 3 days visit to 4 days.
