So when I viewed HKDL's calendar I found the following:
Up to July 13
Special Hours
Toy Story Land
Toy Story Land attractions will close approximately 1.5 hours before the fireworks spectacular. Depending on the day's attendance, the closing time of the attractions may be earlier.
Since July 14
Special Hours
Toy Story Land
The pathway between Toy Story Land and Fantasyland will close approximately 1 hour before the fireworks spectacular. During the closure period, Guests may use the walkway next to Grizzly Gulch to access Toy Story Land.
So in other words apparently TSL was closed early because of the pathway is in the fireworks fall zone, not because of the heights of the rides. And that also means that moving forward those riding the parachutes during the fireworks time can snap pictures from there also.
But I still think that they should push back the firework launchers so they can use that area (behind Fantasyland station) for an expansion. They can simply make it an indoor area to shield from the nightly fireworks.
