Sounds like it is for show only.

Re: Main Street Fleet Expands
Very nice!
OK... just a little vintage car wonk: This appears to be an actual model "T" Ford, not a "put-together" car like we're familiar with on Main St. USA. That is very cool. A genuine and honest piece of historic Americana. (I think the referrence to "replica" means reproduced bodywork.) As such, however, it wouldn't be reliable as a ride for guests. As tough as these little cars are, they tend to boil over when operated at sustained low speeds.
OK... more: this is not a replica of a 1913 Ford. It's more likely a 1916-1919. Just some subtle differences. Exact same "model" yes. Model "T"... made from 1909-1927.
This is a similar minor inaccuracy to the official description of the Disneyland Firetruck as a replica 1928. Actually, not even close. More like 1912.
Most people couldn't care less, I understand that. It seems, however, that when accuracy doesn't cost any more or take any more effort than inaccuracy, they would at least make an attempt to get it right.
OK. Car wonkiness over. Please resume your normal Disney wonkiness!
)
Oh... and thanks for the photo and the report!"Yesterday, a man walked up to me and said, 'Isn't it a shame that Walt Disney couldn't be here to see this?' and I said, "He did see this, that's why it's here."
