The building is very much complete on the outside. And the top portions of the construction wall have been taken down to a degree, so you can now see the upper section of the building pretty much unobstructed. There will be a Monsters Inc shop on the rightside of the building and it appears that the queue will be on the left side closest to Star Tours... but that is my take on things based on what I was able to see on the building today.
As for the opening date being April 15th 09... well, d'uh! I was willing to bet on that to be the case months ago... along with a Monsters Inc special event at the park. But can't confirm the latter just yet This ride is what is going to carry TDL thru the summer season in 2009 after the 25th anniversary event is over. They could have it opened as early as january if they wanted to for what I have heard.... but I am expecting previews as early as the first week in April...

Yup, it has been officially announced on OLC`s website:

        http://www.olc.co.jp/news_parts/20080916_01.pdf
        (sorry Japanese only)

And as mentioned before, it is an interactive ride, that allows guests to
play hide and seek with the monsters:

(This is in Japanese too, but you pretty much get the idea of what kind of ride it will be when you view the page)

Thanks for the links Hawachan! The hotel promotion where you can preview the ride sounds interesting.
