His name is Minezaki.
He is one of the "fun custodial"s, who is not a cleaning cast but a performance cast in Tokyo DisneySea.
He is so fun that many people upload videos to YouTube : )

Thanks for posting this. I can watch this for hours. I've been to TDR 3x and never paid attention to these acts. I've watched the ones who draw on the ground, but not these funny acts. I will make sure to stop walking next time.
