I am trying to figure out which halloween party would be more worth it. Would it be MNSSHP in WDW, or would it be MToTP in DCA?

Mickey's Trick or Treat Party is not worth it because disneyland won't expand it properly. They kept crawling and crawling along with upgrades to try and establish it first but since only locals pretty much are going anyways everybody got bored with it really fast. They expanded it to a cavalcade versus the little closing show they'd been doing it and should have expanded it to a full blown parade but chose to let it stagnate once again and now the thing has nothing going for it at all. With Disneyland doing Halloween themed fireworks on top of the Halloween themed overlays to Haunted Mansion, Space Mountain, Frontierland/Main Street, and the Halloween Roundup, Disneyland would be better off just making a halloween parade in Disneyland and making that park the full Halloween destination again until they're willing to actually commit to a bigger event in DCA that's more than the same spotlights, "dance parties", and meet'n'greet opportunities that can easily be transported into Disneyland to mix with the other offerings.

MNSSHP is basically 5 hours of exclusive access to the park limited to the party guests. There's a special parade that runs twice and a special fireworks show. The parade and fireworks are both top notch. Trick or treat locations are spread throughout the park, some more hidden the others. Part of the fun is trying to get them all. The party really shines on all the small touches. Lighting effects are changed, cast members are allowed face paint, atmosphere music is changed... etc.
Guests are encouraged to come in costume so I'm assuming the clone trooper outfit would be just fine. I beleive Disney even sells toy versions of Star Wars blasters, so even if yours is more "life-like" it should be fine, especially since it's easily identified as part of the costume.
