      It is not a grammatical error in the sign. Someone just hung the dang thing upside down....:lol:

          They definitely seem to struggle with plurals: yes, I guess I agree with you and it should be "councilwomAn" and not "councilwomen" !!!!

                        Anyways, I thought "1 seconds" was intentionally put there. The backstory of the area is about Chester & Hester, a pair of uneducated, American businessmen. They would not know the difference betweenright and wrong. This is also no different than a little kid pointing out a mispelled sign at Target.
