What are the best times to try to meet the mayor of main street?

Pin trading meets I guess. It's the only few times I have seen the mayor roaming around.

I've seen him on Main Street right after park opening too. And about midday, while I was heading back to the hotel about 3. Could have been just for the holiday week though (This was President's week).
