They are all scare/control tactics issued by *the man* to keep us down! (e.g. the Terror Alert Color Chart)

I have searched the FAQ and threads, but can't really find the answer to this... What sort of activities are appropriate for negative reputation? And when does a post cross the line and merit official moderation?
