Does Universal Know its own Pedestrian access points?

This is an odd observation I've made latley that I doubt many people realize. If you walk off Universal Blvd into the parks the sidewalk only goes up through ET. There are no crosswalks or secondary sidewalks provided at all. On my most recent visits I've been informed that ET is now backstage and closed? Almost every employee stairs at me kinda dumbfounded when I tell them I'm walking into the parks. I'm actually pretty big on following the rules so it's just kinda amazing how it seems noone realizes that there isn't any other sidewalk access on that side of the park?

It just makes me wonder if Universals Logistics team even walks the parks at all?
