Bullcrap. There are U.S. counties -- and whole countries -- that have established the COVID numbers that would allow DLR to open. They've done so by rigorously following the advice of their public health experts, and vigorously cracking down on "you're violating my personal liberty" scofflaws.

DLR's problem is that too many residents of Orange County refuse to wear masks and socially distance. Fix Orange County's people-problem, and you'll fix Orange County's economy.

Those places don't have to deal with southern California's massive homeless population that for the most part does whatever they please wherever they choose without consequence by state and local officals.
