You don't need clearance to make a film about a historical figure. But you wouldn't get any Disney cooperation or access to any stills, films, recordings, quotes...
Ok Robert Downey Jr. would be interesting no doubt. I think he did an absolutely brilliant, inspired job in Chaplin.
That other guy is Eddie Bracken, who is dead, and did not play Walt Disney exactly, he played Roy Walley in National Lampoon's Vacation, who was supposed to be like Walt Disney.
