When a MCer is banned, is it for life?

Is there any way they can undo whatever got them banned, and become a member here again?

I usually head to the FAQ when I see this type of question posted.

If, I knew of someone who this happened to, and I was asking on their behalf, I would take the question directly to the people in charge of the site.
