I first need to know: do you have a sponser and people who have signed up yet?
If you do not have a sponser, try finding a teacher who has danced (this would be best), taught or been in several aerobics class, has maybe done cheerleading, or has been in some other dance-oriented sport.
As for the sign ups, just look around for people who dance, are looking for a club to join, or seem like they could make great members.
I would find a meeting room; preferably a dance room, gym, or even the sponser's room at times. Also, make fun and energetic flyers, posters, and announcements. You can ask to make an announcement here and there. Make sure to tell people: where to sign up (I would have a sign up table open in the morning, your lunch, and afternoon, or have them go to the sponser or you), when the first meetings are, the regular schedule, who the sponser is, what room to meet in, and who to ask for questions. If your school has televisions in every room, like mine, you can ask to put an announcement on there.
I would make the club sound fun, high-energy, and exciting. One way to boost the excitement is to have a demonstration show. For example, at a pep rally, a game, before school, or after school you can perform a dance. Then, when the club starts to learn its first dance, you can use that one. By the way, on the first meeting having a performance ready is always helpful.
Also, I would make the club a "join anytime" club; this way, people will be able to join often and have fun, but that is completely up to you.
As for the ranking orders, just try to make it fun. Of course, it will be obvious that you are the captain, or head dancer, and the sponser is like an instructor. I wouldn't decide on co-captains or other positions until everyone seems comfortable and ready to go out for them. Also, one way to make all members feel important (since some of them may be first-time dancers) is to give everyone some sort of position. Here are some examples of postions:
-Two Co-Captains
-Co-Choreographer
-A few Spirit Leaders
-Music Experts
-Costume Designers, or Costume Selectors
-Event Planners
